Abstract
The purpose of this paper is to provide practical, technically grounded guidance to support consistent application and implementation of IEEE 2800-2022 requirements using the recommended practices in IEEE 2800.2-2026. The objective is to streamline interconnection processes, enhance commissioning efficiency, improve inverter-based resources (IBR) plant model quality, and support bulk power system reliability with increasing penetrations of IBRs. While successful implementation depends on coordination across multiple stakeholders including IBR unit and power plant controller (PPC) original equipment manufacturers (OEMs), system integrators, third-party consultants, etc., this report focuses specifically on the roles and responsibilities of the generator developer (and subsequent owner/operator) and the transmission provider (i.e., utility or ISO/RTO).
