Abstract
The JUSTIFI - Comprehensive User Guide provides step by step instructions for using JUSTIFI, an open source software tool developed by ORNL and NLR for the U.S. Department of Energy. JUSTIFI helps industrial facilities identify, quantify, and communicate the full business value of energy efficiency projects by linking operational Multiple Benefits - such as safety improvements, reduced downtime, quality gains, and cost reductions - to existing Key Performance Indicators (KPIs) and Key Performance Metrics (KPMs). The guide outlines the complete workflow across three phases: Pre Visit Setup, Conducting an Assessment, and Data Evaluation, including how to set up facilities, define baselines, add stakeholders, inventory equipment and end uses, record Energy Efficiency Measures (EEMs), assign benefits, and generate reports. It also shows how JUSTIFI integrates with other DOE tools, such as MEASUR, and provides illustrative examples, glossary terms, and Lean based tools to support assessors, energy managers, and facility personnel in strengthening project justification.
