N2 - Space conditioning represents one of the largest contributors to energy consumption and peak demand in U.S. commercial buildings, creating significant energy and economic challenges for building owners, operators, and utilities. Addressing these challenges requires innovative HVAC solutions that can deliver reliable performance across a wide range of climates while reducing operational costs. To address this, the U.S. Department of Energy (DOE) launched the Commercial Building HVAC Technology Challenge, aimed at accelerating the development and adoption of high-performance rooftop unit (RTU) heat pumps that deliver reliable, cost-effective performance across diverse climate zones. This paper provides an overview of the Challenge, including its objectives, timeline, and alignment with the broader Commercial Building HVAC Accelerator initiative. It explores the market and technical drivers behind the need for next-generation RTUs, identifying current performance limitations and opportunities for innovation. The paper also highlights the collaborative approach that underpins the Challenge - bringing together manufacturers, building owners, operators, utilities, and other stakeholders to streamline product development and accelerate market adoption. In addition, the paper presents the advanced performance specifications developed for Challenge participants. These specifications include criteria for low-ambient heating capability, part-load operation, and integrated controls to ensure year-round reliability and cost-effectiveness. By setting ambitious yet achievable targets and fostering industry-wide collaboration, the Challenge aims to transform the commercial HVAC landscape, enabling scalable solutions that support energy savings, better performance and operational resilience.
